TMResponsibility AB (TMR) is one of only two government-approved Producer Responsibility Organizations for packaging in Sweden, founded in 2005 to challenge the then-monopolistic collection system. Operating under the Swedish Packaging Ordinance, TMR manages the full cycle of producer responsibility compliance — from registration and fee calculation to recycling logistics — with reported recycling rates of 87% (paper), 95% (metal), 93% (glass), and 45% (plastic). Privately owned by founders Carl Lundqvist and Jan Troell, TMR serves as a single Nordic contact point for packaging EPR obligations via its affiliated entities.
